Characters
The Ripper - Evil Eye Host

The Ripper is the main antagonist of the Call of the Abyss II lore. He was once a member of the Expedition, but after he had stolen the Eye, he was deemed a traitor. His consequence of that action is that he was being hunted down by the expedition to take back the Eye and restore it to where it belongs.
The Evil Eye Host’s goal was to awaken the Eye he had stolen and to use it to restore R’lyeh, an abyssal city capable of resurfacing inside of Steam City. There isn't a clear cut motive as to why he would want to awaken R’lyeh but there is one sensible and possible reason.
Steam City has some kind of connection with R'lyeh. All of the characters in the story have a tentacle item on their attire and that signifies Cthulhu Mythos and the octopoid theme. With a strong connection to R'lyeh, the Evil Eye Host may have heard the call of the abyss and couldn't help but be drawn towards it; which leads to his desire to drag the whole city into the abyss with him.
The Evil Eye Host was acquaint with Punk and the Iron Hat Commander. The Evil Eye Host had the two help him with his plans to awaken the eye and they met up with him in the furnace tower. There in the furnace tower, they had all thought that it was their chance to awaken the eye, until a random guy with springs came along…
Mercenary - Spring hand/Steam teen


The Mercenary is the main protagonist of the story. In the beginning of the story, mercenary starts out as Spring Hand: a regular young man who has a dream for his future. However, when Spring Hand goes to the High Tower and interrupts a particular meeting, things changed from there on. He was later recruited into the expedition and transformed to Steam Teen.
It's unclear as to what his background was before he arrived in Steam City, but if there's one thing clear, it's that Spring Hand's initial goal of joining the Expedition was a simple one. But when he arrived, the status of the city was terrible. He learned that someone had stolen the Evil Eye in the city and decided to go out and figure out who did it.
Magician - Optical Mirror

The Magician is the commander of the expedition. As the boss of the organization, he was to protect the Eye and make sure that everything the expedition had in possession was in its place.
Even though Optical Mirror is the leader of the prestigious organization, he had a strong desire to take hold of the Eye and use it for his own personal interests. Thankfully, he knew where he stood and only fantasized about taking possession of it through illusions.

The Expediton
The Expedition is basically the government of the story. Steam city never exactly had a certain authority in control nor did it have a clear law system. However, the expedition did have a large influence on the city due to the fact that they are the biggest organization in the city that provided a large amount of resources found during expedition missions.
The members of the Expedition after the Evil Eye Host betrayed them was Optical Mirror, Sands of Time, Sound Wave, Inventor, and Steam Teen.
The Iron Hats
The Iron Hats can be considered as a vigilante group formed after the furnace tower was extinguished. Due to the freezing cold environment that steam city naturally had, the extinguishment of the tower was detrimental for the people of the city since it was the main source of heat. The inactive of geothermal heat caused people to get angry and start to take action on their own hands. That is when the Iron Hats came along. This group can be seen as the everyday civilian's last resort since, to the public’s eye, the expedition looked bad for not responding to the cold crisis faster.
The members that are mentioned in the story is the Iron Hat Commander and the Iron Hat Sheriff.
Furnace Tower
Furnace tower? High tower? Tower? What are all of these towers for?! Well, after a long time of going over all of the given assets, it can concluded that all of these towers are the same tower. When looking at the illustration of the city (which is also the background of this website) there is only one tall tower in the center of the city and that is the one all of the characters are conflicted with.
This tower is like a bank that stores geothermal energy that the city relied on and used as a form of currency. Without it, it would disrupt the flow and exchange of energy that everyone is used to.
R'lyeh
The name R’lyeh is mentioned in the description of the Flesh Devourer and so it can be assumed that this must be important. Through deep investigation (a.k.a looking it up on Google), R’lyeh is a sunken city in the Pacific Ocean described to be a “corpse-city” and Cthulhu’s prison in H.P. Lovecraft’s Cthulhu Mythos novels (Wikipedia).
What is the meaning of mentioning this fictional place and how does it tie into the lore? NetEase loves adding Cthulhu Mythos stuff to the game haha. However, to take a serious approach to this and make sense of why this lost city is important, there are a few points to consider. First, the Flesh Devourer’s origin is from R’lyeh, so that's important to remember since this means that the expedition has access to this place or at the very least had a strong connection to it. Next, this is a sunken city, which could also be interpreted as an abyssal city. The Evil Eye Host is said to have heard the call of the abyss and wanted to do anything he could do to resurface R’lyeh. Finally, in the Cthulhu Mythos novels, it's said that people who come in contact with Cthulhu meet terrible ends or go insane. For this place to be Cthulhu’s prison and to be super close to Steam City, there's no wonder why some of the citizens of the city began to go mad later on.
Something that is also worth mentioning is that Cthulhu is described to be octopoid looking. This matters because tentacle looking items and possibly the face of Cthulhu can be seen on the Evil Eye Host, making a connection between the two. To add on, the characters who are a member of the expedition also have tentacles coming out of their outfits, signifying the octopoid theme.
EDIT: NetEase has confirmed that the stories of every COA event is interconnected. R'lyeh first appears in COA1 when the pirates came across it in their adventures in the ocean. This appearance then effects Steam City in COA2 since the Eye is from R'lyeh and everyone is fighting over it. Finally, the Pickman of COA3 is said to have taken creative inspiration from the events that occurred in COA2.
